Texas Education Code changes English Language Learners to Emergent Bilingual

The Round Rock ISD Bilingual and ESL programs department, part of State and Federal services, is changing its name to Emergent Bilingual Programs. The change results from the passing of Texas Senate Bill 2066, which replaced the term “Limited English Proficient” with “Emergent Bilingual” in the Texas Education Code.

Emerging bilingual students are enrolled in bilingual education or English as a second language class(es) (ESL).
